This issue was solved with 2015 Spring (Juno).

[Occurrence Condition]
 This issue occurs when standard theme customizing module is updated from 8.0.3 or earlier. 

[Cause]
 This is because import data of target version is not imported

[Workaround]
 Register authorization resource and menu group. 

 Register following authorization resource. (Execute authorized import.)
    <authz-resource id="theme-customize-changelogo" uri="service://theme-customize/changelogo">
      <display-name>
        <name locale="ja">standard theme customizing change logo </name>
      </display-name>
      <parent-group id="theme-customize-group" />
    </authz-resource>

    <authz-resource id="theme-customize-changeloginicon" uri="service://theme-customize/changeloginicon">
      <display-name>
        <name locale="ja">login screen change login icon</name>
      </display-name>
      <parent-group id="theme-customize-group" />
    </authz-resource>


Menu (Register following URL from menu edit screen.)
 URL of changing standard theme theme-customize-change-logo
 URL of changing login icon theme-customize-change-loginicon

[Handling method]
 We will handle it in the update version.
