It is possible to change the display locale of the login screen.
However, the behavior differs depending on your version.

[1] For 2018 Spring or earlier
The locale for the login screen is determined in the following order of priority: By setting any language as the default locale in the tenant settings, that language will be displayed with priority. (1)
* However, it is not recommended to change the default locale of the tenant after the operation starts. For more information, please refer to the documents. (2)

1. Tenant settings locale
2. Browser locale
3. System settings locale

[2] For Summer 2018 or later
The locale for the login screen is determined in the following order of priority: By setting any language in the browser language settings, that language will be displayed with priority. (1)
* However, it is not recommended to change the default locale of the tenant after the operation starts. For more information, please refer to the documents. (2)

1. Browser locale
2. Tenant settings locale
3. System settings locale

If you want to use the same property resolution order in 2018 Summer or later as in 2018 Spring orearlier, please change your browser locale decorator settings.
For details, please check "Browser Locale Decorator Settings" in "Settings File Reference". (3)
