The "acceldocuments" folder will be created under storage when the tenant environment setup is executed.
Specifically, when the tenant environment is set up for the first time, check if the "acceldocuments" folder exists under the public storage and if not, create the folder.

In the following cases, an exception will occur and the setup will result in an error.
· Folder creation failed 
· The folder already exists 
· The folder was a file 

Also, if the initial tenant environment setup is successful, no folders will be created in the second and subsequent times.
