Please set as follows.

1. Open Mac OS X [System environment setting] - [General].
2. Select [Always display] of [Display scroll bar]. (Refer to the screen shot of the attached file)

By this setting, a scroll bar is displayed all the time and horizontal scroll will be available.

In addition, horizontal scroll is available on the authorization setting screen by turning a mouse wheel while pressing a Shift key (This is also a valid method on Windows).
If you are using a trackpad on a MacBook etc., scroll the trackpad with two fingers while pressing a Shift key to scroll the authorization setting screen horizontally.
